Seattle Public Utilities is preparing to upgrade from 5.2 to 7x and we have recently released an RFP for related services. It is posted on the public City of Seattle site and a couple of other places, but if anybody has vendor recommendations they would be welcome. Also, if you are a vendor, you can download the RFP at:
